Pratia Angulata, or more commonly known as Panakenake.

This groundcover/creeper usually grows up to 15cm tall, and 1m wide, is perfect if you are looking for something low maintenance.

This would be a great addition for your berm as it has pretty white flowers that appear in the Summer and Spring that provide plenty of pollen for bees and birds. In addition, their dense bush creates an ideal habitat for lizards and insects.

They prefer partial to full sun and well-draining soil. They are relatively hardy and can tolerate some foot traffic, making it a good option for berms. It is a pretty low-maintenance plant, and the only thing you need to look out for is that it doesn't over grow onto the footpath or road.
